School Rebuilding Programme (SRP) Lincoln Castle Academy

The Department for Education’s (DfE) School Rebuilding Programme (SRP) aims to replace poor-condition and ageing school buildings in England with modern, energy-efficient designs. The project is Government funded through the DfE with the design specification required to meet specific Government standards including a requirement for the new facilities to be Net Zero Carbon in Operation (NZCiO).

Dobson-Grey served as planning consultant and stakeholder engagement coordinator. The primary objective was to achieve planning approval within a strict DfE timetable for this complex redevelopment whilst ensuring minimum disruption to staff and pupils.

The application went to Planning Committee within the 10 statutory 10 week period, who resolved to approve, subject to a legal agreement for monitoring costs of the BNG Plan and delegated the final decision to officers.

Challenges:

  • Stakeholder Engagement: Mitigated project risk through a comprehensive strategy involving local communications, a dedicated consultation website, a public exhibition and direct engagement with key community stakeholders. The subsequent planning application received no planning objections.
  • Sport England Negotiation: Resolved objections regarding a proposed community use agreement and playing field reinstatement timelines by explaining the adjacent leisure centre’s facilities and proving the impracticality of the proposed schedule.
  • Biodiversity Net Gain (BNG): Facilitated a Unilateral Undertaking (UU) to secure funding for a 30-year Habitat Management and Monitoring Plan (HMMP) as required by the planning committee.
  • Planning Conditions: Managed strict DfE timelines through weekly meetings with case officers and early scrutiny of consultee responses, which resulted in only two pre-commencement conditions.
