School Rebuilding Programme (SRP) – Lincoln Castle Academy

The Technical Barriers: The primary objective was to achieve planning approval within a highly compressed DfE timetable to minimize disruption to staff and pupils. The project faced statutory consultee constraints when Sport England suggested  a community use agreement and an unrealistic  playing field reinstatement timeline that were completely incompatible with the demanding construction programme.  The application needed to address site constraints, planning  policies and other regulations including securing a Biodiversity Net Gain Plan (BNG) Unilateral Undertaking (UU) for a 30-year Habitat Management and Monitoring Plan (HMMP).

The Dobson-Grey Intervention: Acting as the planning consultant and stakeholder engagement coordinator, we held early pre-application consultations with key stakeholders including the local planning authority, Sport England and a public consultation event  at the school.

The Outcome: Planning Approval from Lincoln City Council. As a result of proactive engagement, the application received no  objections. The Planning Committee resolved to approve the development within the statutory 10-week period, delegating approval to officers subject to the monitoring fee for the BNG/HMMP secured by a Unilateral Undertaking. By proactively negotiating with consultees, Sport England removed their objections, and only two pre-commencement conditions were imposed. This ensured the strict DfE construction timetable was protected and the main contractor could proceed without delay.
